Sure, it likely wasn't anything like it ended up being, but it might very well mean that the idea of those suits being developed and used by people to match heroes was always in ONE's head as a future plot.

Or maybe he just decided to reference that plot, but maybe he was thinking there will be an explanation to where they got their suits. Who knows.
