They were advocating for the US to draw up a framework agreement which included the exact same "Armed Neutrality" for Ukraine resolution which would see it continuing to receive arms from the west and engaged in bilateral security guarantees from NATO countries but not under the flag of NATO.
If both sides agree to the framework agreement then there will be a ceasefire along the line of contact
