People get this mixed up all the time, just for a joke, but minerals are by definition also rocks. It's just that rocks are not always minerals. A rock is just a solid piece of material that is made up of one or more minerals. A mineral is a more specific term, that refers more to the chemical structure of something than an actual object. A mineral must be inorganic and it must have a defined chemical formula and a crystalline structure.

For example, Quartz is a mineral with the chemical formula of SiO2, but you can also have a rock that is entirely composed of quartz. Quartz is more commonly found in a rock called granite, however, which is made of multiple minerals, like quartz, feldspar, biotite, and other less common minerals.
