No, I download videos onto my phone, use the phone's built-in editor if I need to crop, clip, or change resolution then use a video converting app. I'm more used to using my phone since recording phone gameplay is much better than recording on emulator.
However, ever since 4chan started allowing mp4, actually converting to webm is now not needed most of the time since directly ripped videos from Bilibili can be below 4mb and large video hosts have far better encoding then what most of is could ever hope to do on their own devices. If you use any video ripping site they usually have multiple resolution options and have the audio separate already so making soundposts is super easy.
