Quite a bit.

While every private server's version is slightly different from the "real" v32 and v100 updates from yesteryear, the former is based around the state of the game from ~2014 (might be off by a year or so in that assessment), whereas the latter is centered around TERA as it stood in late ~2020 or so. As anyone who's played practically any MMO in the past will tell you, six years of development is a world of difference between the two versions, despite ostensibly being the same game.
Generally speaking, v100 (Starscape/Arborea) is faster-paced and has a wider variety of classes to choose from, whereas v32 servers (TERA Classic) opt for a more nostalgia-focused/hardcore approach towards experiencing this title as it was during its few years on the market.

As I've remarked before, both of them are fine in their own ways, and appeal to somewhat difference audiences.
Personally, I prefer the pace and progression structure of Starscape as someone in NA (plus it's arguably the most-approachable server for legitimately new players), but someone wanting to relive something close to the "Golden Era" of TERA might enjoy themselves on Classic, if that's what you're after.

Managed to get 15 laps of Commander's Residence cleared within ~2 hours of the daily reset yesterday morning. You sure as hell wouldn't get that from an actually-dead server.
