I know what you mean and I also felt like this when the news dropped. I think they care about Panty enough that she won't be completely butchered, but I'm not happy about Stocking's portrayal so far. She had a cold and efficient demeanor in the first season and here she feels more dumbed down and cutesy, for lack of a better word.

It makes Stocking more appealing because she falls into an innocent girly love with everyone who never got it, she laid him to rest. It’s supposed to be silly on the face if it seeing a mindblowingly attractive girl fall for a gross fuckhead to the point where she was willing to throw away her angelhood and go off to an unknown future, but the point of the episode is underneath all that shit personality he just wanted to be loved too, he passes on in earnest because Stocking gave him (and by extension all of the unloved) a moment they never got.
