This means that "if the Pokemon who is getting attacked is a Basic Pokemon", then the effect takes place. If the Defending Pokemon is *not* a Basic Pokemon, then no effect takes place.

Self explanatory, but also the same wording Omastar uses, which is an effect attached to the Pokemon, not to either (You) or the Opponent.
