even if this set doesn't have a gym leader, i wouldn't say it's hopeless, so far they done a big set, and then mini set shortly afterwards for each region, kanto got two sets, then Sinnoh, then Alola, so I do expect a mini Johto set a month or so after this one. While the mini set isn't completely themed around the region's characters like the big ones that get 8 or so, I believe it still features support cards of one or two characters from that respective region at least
