It's an impossible to enforce ban that will be carried out selectively by requiring sites to verify user ID. Nobody wants to give a picture of their ID to a pornsite to be held on record when there are constant data leaks. The last thing anyone wants is spankbang or xvideos or whatever getting hacked and leaking the drivers license of everyone that wanted to jerk off over the past year. Everyone will either get a VPN (which they might try to ban as well) or look for shadier foreign sites that don't comply with US law.
