The core reason the card is good is that the Priority skill is way overinflated, it gives 116 while many cards give like 30. Sweep Tosho gives 50 which is great for an SR, The Welfare Special Week only gives 30. Without the huge Priority, Kitasan Black is below average because it dumps all the value into the huge Priority.
So why is it bad before MLB3? Well look at pic related, you literally get 0 Priority at MLB2, it unlocks at MLB3. The definition of a whale card.
