Hed bounce off he couldnt make enough kinetic force to push the shield back into his face. Cap also fights people faster than Rider all the time without his shield getting yanked. Maybe if Rider had Spider-Man's ability to stick to stuff he could take the shield. If he tried Cap would likely be ready and chop Rider's arm in half like that one saw trap.
