Russia's unified electronic registry for military summonses is now fully operational nationwide, with reports of digital call-up notices being sent to citizens via the country's public services portal, Gosuslugi.
An electronic summons is considered legally served seven days after it appears in the registry, regardless of whether the recipient has seen it. Upon the notice being posted to the registry, the recipient is immediately barred from leaving Russia.
If an individual fails to report to the enlistment office within 20 days of the summons date, they face additional restrictions. These "interim measures" include a ban on driving, registering a vehicle or property, applying for loans, and registering as a sole proprietor. Authorities have stated the restrictions will be lifted within 24 hours of the individual reporting to the enlistment office.
While the system had been undergoing testing in various regions since late 2024, recent reports indicate its full-scale implementation. One of the first officially reported electronic summons was issued to a resident of the Tver region. The digital system, which consolidates extensive personal data on citizens for military accounting purposes, effectively supersedes the traditional method of serving paper summonses in person.
