Too be fair it's okay to have events that continue the main story, it's just that they should have a massive warning/advice to read the previous parts or risk being spoiled.
For this event it should be mandatory to complete Over Zone and maybe Footstep, Walk, Run (and the campaign leading into it.)
New players don't have those unlocked by default and even have to pay toll for it.
