Nope. At most Elbaf's time runs 1/3rd slower than the rest of the world(Giant ages, Gaban's comment). Even if the Straw Hats spent 1 year on Elbaf, only 3 years would have passed in the outside world, which would still make Tama only like 11 years old or something iirc.
Btw I DO think this time-skip is going to happen, primarily as a training/upgrade arc for the Straw Hats, and also because Blackbeard is going to spend some time as ruling as a WG nation before making his move, and to make other factions get into place before the Final War. Not to mention, to give the Straw Hat's allies a more meaningful reunion with the Straw Hats during the final arcs, while having it make sense, as opposed to only having spent a few months apart.
