China openly does it, the US has been secretly doing it since the 50s(secretly because it would be unconstitutional) to feed information to the "silent weapon" outlined in "silent weapons for quiet wars" (they've had a hundred of thousands of petabyte database on every thing and every one running a skynet style AI in a bunker in Antarctica which is why you can't go there).
