Maybe it's just me being retarded, but since the text mentioned reigning in some overpowered skills I assumed that they made the crumple state not have an extra plus frame even if the opponent was crouched, but it looks like now you get that frame when hitting a standing opponent so it's just a buff to every attack that crumples.
