TN: This answer is weird because Owata talks about the player in first position. I translated under the assumption that we are the first place, and what he says after does make sense for that interpretation, but there's no reason to assume we are in first just because it's agari top. We could be second and just 500 points behind, or maybe we're 3k behind but there's four riichi sticks in the pot, etc. If someone else is first place, then the advice would be "first doesn't want to take risks, so try to snipe him with dama pinfu." That still works as advice, but as we're waiting on 9m here I see it as a weaker point than assuming we are first, hence my choice.
