You aren't looking deep enough into the system if you genuinely believe this. Whether the profits come from publicly financed insurance systems (public healthcare) or individual, private payments, the system still operates based on profit.
Even outside of the system, the academicians, the science and the regulators are ultimately run based on profit. Both the scientists and their studies as well as the people who are supposed to be regulating the medical industry, are in the end financed by that very same industry. There's always blatant financial collusion of interests when it comes to any kind of industry.
