Water vapor has always been part of the natural greenhouse effect, it's not really an issue because it's already absorbing so much IR light in it's specific absorption bands that adding a little more water vapor has a very marginal impact, it's pissing into an ocean of piss. CO2 on the other hand has strong absorption in some of the IR regions (especially 4.3um band) that would normally act as spectral windows to exhaust thermal radiation back to space. By plugging up these windows you are reducing the Earth's ability to expel heat.
