You're not going to find any agreement on the best one. You could make a good case for San Diego - it's not as cold as San Francisco, but has enough cloudy weather to not be as hot as the rest of the southwestern US. I personally like San Francisco and Chicago (SF's starting to recover from a decade of opioid problems, but due to NIMBYism you need to be rich to find housing).
The worst is easier: Fargo. I've had a couple of coworkers from around there and they thought the movie was pretty true to life.
