They ask in private if there's even a chance and only them make it public.
If there's no chance in the first place they won't ask to avoid both the embarrassment of Americans saying no to their supposed ally (like what happened when Clinton refused to sell us Tomahawks).

there's no chance they'll ever approve B-2 or B-52. America wants us stronger than our neighbors but not strong enough to be fully independent on our own (otherwise they'll have no leverage over us)
