I think we're getting a twist where Garling was supposed to be on the track to be made a Elder, but he fucked up at Gods Valley so the Gods Knights haven't been allowed to be as active as they were in the past, Brook actually knowing what the Gods Knights are could be tied to his backstory but it seems like a strong hint towards that end, especially because sir political fish of all people didn't seem to catch onto what she could've been after she gave her spiel.
