Yes, the translation is part of it. But also, I think Kojima finds obvious wordplay fun and funny. I don't think he's up his own ass as much as people make it out to be, because his games are filled with comic relief/intentional comedy. The guy named his sneaky character "Snake" and a boss character "Boss."
