Because starting with Meguca the author started numbering each arc like "Chapter 1: Discomfort (1)", "Chapter 1: Discomfort (2)" and splitting them up into subchapters whereas in his earlier works it'd just be something like "Emperor's Children (1)", "Emperor's Children (2)".
