IMO It wasn't harry potter but every grimdark fantasy that did it by making the connection that if something isn't set in a very light and rich private school = it's a grim and edgy dark fantasy.

The actual first Otome game that set up Magic Schools, villainesses, hot guys pursuing the Cinderella main character came out three years before the first harry potter book and is just what japan thinks of when they think Light Fantasy Shoujo.
