This is obviously not true at least and a blatant disingenuous lie at most, aimed at demonizing the benevolent Empire. The Empire is only supporting marginalized Forsworn communities defending themselves in the Reach. Any and all Empire troops in or near Skyrim are just partaking in scheduled military training.
