Realistically any city that's not designed by retards has back ways to get around during peak highway traffic for non retards to get around faster (usually older roads and lanes before the city got larger) and not get stuck in line with thousands of other cars for an hour
River cities suck and there's almost no avoiding rush hour if you live on the other side of one
