Buggy literally went to Thanquol school of failing upwards, he's basically the Mr. Satan of One Piece, dude has that LUCK stat beyond plot armor, and overall he's a good schemer.

Shanks literally sat on his own ass during the whole manga until Luffy, Law and Kid took down Kaido and Big Mom, basically makind the trip to the One Piece easier for him.
