I am saying Danzo works better in Hellsing. He doesn't work in a Shonen where normal people get picked. It's not like Orochimaru who takes time out of his schedule to pick on Naruto like a jock because chakra ball won over art of the zombie. The third has a linebacker for a student who gave him the Fourth.

Danzo has two jobbers barely related to Shino and Ino, plus no interaction with Naruto. In any other anime, he'd just be a smug politician like Nezu in Akira, or a nobody. Danzo just lacks anything to stand out.
