Like >>149781838 explained, the whole joke with her is, due to the comics code authority, no one can see her massive rack with a few exceptions. Depending on the artists as it's a community project, there's various lore on her daily life such as her being merely being athletic, to her having sort of brusier type powers, to her being part of a sidekick team with other Superheroes. Personally I find her cute because she's has a genuine heart of gold in most depictions, especially with her cute freckles and southern accent demeanor.
