Pekora treated Moona like a small animal to keep around for content. They didn't have anything in common and their interactions were more of a novelty than anything, they obviously don't hate each other but whether it was the language barrier or interests, it never really seemed like Pekora really opened up to her all that much.
With Vivi she immediately realized they were kindred souls with a lot of similarities and she felt super comfortable around her right from the start. You can not tell me she would have ever gorilla logged into fucking Farming Sim just to hang out with Moona chatting about lord knows what for 5 hours straight, that simply would not have happened.
