Basically one of the guys involved in the original Lolicon publications created this image which, among other factors, kind of shaped the public's perception. A lot of early buyers of the magazines and doujinshi wore stuff to cover themselves up due to the (exciting) shame.
Some people would go "this stuff is gross why are you selling it" then come back later to spend money lol.
