Russia continues thinking that it can dictate post-Soviet countries regarding their external policy:

Azerbaijan sets excessive hopes on external support from allied countries, such as Türkiye, Vladimir Zharikhin, deputy director of the CIS Countries Institute, said.

"Azerbaijan has had no proper experience in conducting foreign policy. It is indeed an ancient country, but the state itself is very young and without experience in foreign-policy activities. The hope that Baku has a permanent and loyal friend in the person of Türkiye is somewhat naïve, because Ankara has its own interests. And sooner or later, the Azerbaijani leadership will come to realize this," he said.

He also stated that Azerbaijan's recent actions toward Russia have been ill‑considered and short‑sighted, and that before long, Baku will "somewhat curb its eagerness to sever all ties and relations with Russia."

Russia realizes that more and more post-Soviet countries are moving away from its influence (rightfully so). So it resorts to its tried policy of threats and accusations.
