Isn't it also the case that you see various people at Roger's execution but Croc's face is obscured. And while obviously the LA isn't canon, they'll have access to certain bits of lore from Oda so they don't fuck things up with future events. They have this woman who's distinctive and non-NPCish at Roger's execution.
