The units are flops because akatsuki is being stingy with budgets for some reason, and they're trying to stretch source material for later. Probably seeing what they can get away with. The kits are about the same level as fillers from previous years, i.e. struggling to clear solved content.
Sales are down because the units are flops and because they added pity.
