It's definitely more "fun" than "functional". The dev basically decided to shove everything that he liked in the vidya he played before, with just the basic care to not crash "all" the time, and see if it sticks. This leads to some chaotic potpourri of vidya sovl that lasts 4 times longer than a AAA release for a fraction of the price, with some great moments and kino features but also very glaring issues like the abhorrhent UI or the heavy vehicle handling. It's a 180 of the usual "planned", "methodical" way of making a game. It's directionless and done recklessly, but perhaps it's why it makes this game so great, there's always "one more thing" inside the game, mostly for the better, at few times for the worse.
