Generally you can divide "gems" into gemstones and minerals.
Gemstones are minerals that are of a high enough quality they could be cut and polished and made into something like jewellery. While a mineral is just an inorganic material with a specific chemical composition and crystal structure.
Picture related is an example. It is corundum, a mineral and obviously not good enough to be made into a fancy million dollar ring. But if it was a higher quality you'd know it as ruby.
There is probably a hell of a lot of diamonds out there, but the majority of them aren't going to be good enough to be made into gems (this is the same for pretty much every mineral though).
That being said, at far as rare gemstones go, Diamond isn't that rare. There are a ton that are a while lot rarer (even though many of them are less valuable).
