In most Lostbelts the Counterforce sends like 3 heroes. In a minor event it sends two packs of servants with combo skills and all.
They keep making excuses to justify not taking a bunch of servants and then the ORT raids happen and show Chaldea can install power generators in the land to power up an entire army of servants als Solomon. So much for that.
