But on the subject, Project Horizons absolutely needed an ending where these two survive and start a family together. It's a necessary conclusion to their character arcs.
Blackjack was raised to treat stallions as disposable breeding stock, and had a somewhat distant relationship with her mom. She needed a chance to love P-21 as an equal, and compensate for her shitty childhood by raising her foals in an unfucked environment. Likewise P-21 lived as a sexual slave until it was time for him to be euthanized. Him surviving and learning to be a father for both Scotch Tape and BJ's kids would be an ultimate victory for him.
I know they sorta reconcile sexually later in the story, but that doesn't seem to matter if they all fucking DIE in the end.
