Logically, sure. That's not how it's presented in series. They can move really fast in straight lines while flying over long distances but struggle to operate at that same level of speed while throwing punches and stuff. They either can't, or inexplicably won't, do that. Like the guy who actually does all the Flash level shit (and blitzed Omni Man) isn't even supersonic. I don't know why Kirkman chose to write it this way, maybe so we could have scenes where Cecil dodges Nolan's punches which was pretty cool or because he thought it would be silly to have characters like Atom Eve and Robot look like statues during fights. But that's just how it is.
