Because there are agreements behind the scenes not to target the leadership. Ukraine never attempted to kill Putin either. Russia isn't attacking the actual high-value targets like the bridged across Dnepr river, government buildings in Kiev, Kiev hydroelectric plant dam, etc. etc.

I think it's fair to assume that Ukraine possesses nuclear weapons. That would explain Russia not escalating more better than just saying "Putin is a cuck".
