The story has always been that soccer moms complained about beating up women in Final Fight, so they made her a shemale in the western releases, but we have character reference sheets from Japan where she's pretty explicitly called a "newhalf" (shemale). Both could technically be true, but Capcom has always toed the line about the truth, like by giving her a peacock costume and not a peahen one in SF4. Who knows and who cares, is how I feel.
