That's just stupid, there is nothing wrong with chans, if anything being able to post completely anonymously is a big plus and it feels like good old internet.
But it will be abused (like everything else) and so you need to have some rules to cover that. With post reporting function, user will do most of the work if you let them, but that's kind of the problem here...
I don't know how sophisticated mod/janny interface is, but sorting reports by something like posts/thread alongside reports should be more than enough to know when someone is just spamming. But again, there seems to be just no will to do anything. Too much effort is spent fighting "commercial" spambots that might be annoying but can be easily filtered out.
