No, I'm 99% sure that he had a thing for Orihime, but didn't do anything out of respect for her feelings for Ichigo. It feels very obvious in A Wonderful Error which is where I picked up on it. Then other scenes start to stand out, like Ishida coldly telling Ichigo what he did when he went super Hollow, and especially the backstory with Masaki and Ishida's father, and how she went to Isshin instead. It's all parallels.
