Technically it was. It was based on one of the Jump Crossover games' villains, J-Stars Victory VS., hence why it was off in Penguin Village causing trouble.

Yep, our second player character and one of his twin kids, Son Peppa (whose design is based on Note) managed it just a bit before he did, though he and Raditz were working on it the moment they learned it was even possible. Also our Son Gohan (also one of our PCs) was able to access it as well (he's also a redhead, with his current design patterned on Crono).

Yeah, Goku didn't hit Super Saiyan 4 yet before getting displaced, though even with Vegeta being technically stronger, Goku's still way better a fighter overall. Ironically he actually helped Tarble learn how to reach the Golden Oozaru state, though Tarble wasn't quite able to focus it down into Super Saiyan 4 yet before he ended up too drained to maintain the power.

Only for you remind him, “HEY, GOKU! WE’RE NOT DONE YET!” This time you infuse the Power Pole with Wind Magic, swinging it around with enough force that it rattles the trees around you all. Goku blocks it, but it does take more effort than the prior attempts. You go for several more strikes, until finally you actually manage to snap the flaming staff in his hands, forcing Goku back.
You take a moment to catch your breath. “Izzy, what do you mean it’s draining his life force?”
“I mean whatever… THAT form is, it’s already something that’s taxing his body. But the Hakkero he was confined in? It’s been trying to siphon out that power… and failing. All it did was amplify it, react with it.” she explains, her mech stepping away a bit. “Peppa he might end up burning himself out, literally, if we don’t stop him somehow!”
