Yoru is obviously more of a war-monger than a great general. The type that a lot of retarded kings/dictators were. Being a War Devil never meant that she was going to be adept at winning wars, just starting them. Win or lose, as long as a war is on-going, it serves her purposes.
Not to mention she's also occupying a teenage girl's body.
I don't think she is quite as retarded as she is made out to be, she has had a few moments of cool-headedness and smart thinking under pressure, but she tends to lose the plot when emotions get in the way.
