nah, only horsegirls directly named after racehorses get in the game. horse girls referencing real racehorses but doesn't take after their name (like Akita Teio with Nippon Teio or Steam Perry with Kurofune) definitely won't get in.
if they were to actually get the rights to the racehorses they'll probably replace the fan-character with them. Like in Kin'rio Ryotei's case where she was in the S1 anime who was referencing Stay Gold. Her design was completely replaced once the real Stay Gold was revealed.
