The US has been spending more than the entire budget of the Russian Army on its annual Ukraine budget for the last few years, with international support, greater manpower at times, and substantial funding from domestic taxes as well, in addition to supporting efforts via international sanctions etc. and other civilian-side measures. One issue is that the way the US does currency conversion makes Russian budgets look very small since they're in rubles. Russia spends substantially less because they have cheaper equipment available to them. These budget numbers are extremely misleading in context and are more evocative than useful in practice. They also wouldn't be able to overcome the Russian military fortifications, or even their manpower at this point.
