Police forces evolved from soldiers. They needed different equipment and training to deal with criminals among the civilian population. Yes you can make a citizen arrest but the average person does not know what to do most of the time when dealing with that. Look at Chaz. 2 teens stole a car and were killed by their self policing because they didn't know how to stop that using non-leathal force. They drove around dangerously for hours while they tried to figuere out what to do. But it might have been better than doing nothing and have them kill someone. But better yet have a TRAINED police with professional tire slashers stop them and spare their lives of everyone at risk of getting killed. Citizen arrests are only good when there are no police around.
