She's important in the arc she appears in, and not really important at all outside of that. She's Nami's sister Nojiko (Nami is the girl in OP). But it's important to note that Nami and her sister were both war-orphans adopted by their mother Bell-mère anyway. None of them were ever related by blood, so there's no reason for any of them to be the same race.
